The plan is intended to provide a planning framework for the 15 settlements of the Eshkol regional council, for developing non-agricultural activities in the estates: processing agricultural output, agricultural rustic tourism, welfare and education activities, and business initiatives. The plan gives rights and uses for non-agricultural activities in order to expand the occupational possibilities in the estates and reinforcing the settlements socioeconomically.
