The settlements of Zefat, Hatzor Haglilit and Rosh Pina function as an urban multifunctional area in the Eastern Galilee. Considering developmental and entrepreneurial trends in these settlements and in the context of coping with the national residential destinations, the Planning Administration in the Northern district initiated a spatial policy document meant to instruct developmental policy for all three settlements and their surroundings in the next few decades, in aspects of infrastructure development, occupation, residence, public institutions and utilization of the unique nature and scenery resources of this area. The document proposes instruments for it’s applicationÑstatutory, regulatory, and financialÑto utilize the potential incorporated in it and console positive migration to itÕs settlements. That while preserving the uniqueness of the regional and national area. The document functions as a utensil for examining development initiatives in the area, promoting common projects in the three settlements and their surroundings and for harnessing governmental faculties for developing the area.
